Who Qualifies for Lifeline? Find the Route That Fits Your Household.
Lifeline eligibility is easier to understand when you stop treating it as one long checklist. A household normally needs one valid qualification route: an eligible assistance program, qualifying income, certain Tribal program participation, or a special survivor pathway.
We do not determine eligibility.
You do not need to qualify every way. You need a route that applies to you.
Which eligibility path should you investigate?
This tool does not make an official eligibility decision and does not collect your answers. It simply points you toward the part of the Lifeline rules most relevant to your situation.
What already applies to your household?

We will show you what to check next without asking for personal information.
Already receiving assistance? Check the program name.
The important detail is not simply that a household receives “government help.” Lifeline recognizes specific qualifying programs.
Supplemental Nutrition Assistance Program
Active SNAP participation can establish a program-based Lifeline qualification route.
An EBT card is evidence associated with benefit access, not a separate Lifeline qualification program.
Understand SNAP and device offers →Medicaid
Participation in Medicaid can be used as a program-based route to Lifeline.
Medicaid eligibility and Lifeline eligibility are related here, but the two programs remain separate.

SSI is one of the assistance programs specifically recognized as a Lifeline qualification route.
Someone receiving a different type of Social Security benefit may need to qualify through income or another listed route instead.
Federal Public Housing Assistance
Certain federal housing assistance can establish eligibility, including qualifying public housing and Housing Choice Voucher arrangements.
This category can include Section 8 Housing Choice Vouchers and other listed federal housing assistance.
Veterans Pension or Survivors Benefit
These specific VA-related benefit routes can support Lifeline qualification.
Veteran status by itself should not be confused with participation in the qualifying benefit named by the program.
A child or dependent can establish the route
The qualifying program does not always have to be in the applicant’s own name. Participation by a child or dependent can also establish a Lifeline qualification route.
This is an important rule for households where a dependent receives Medicaid, SNAP, or another qualifying benefit.
No qualifying program? Income can be enough.
Lifeline also has an income-based route. The threshold is tied to household size and the Federal Poverty Guidelines rather than to one fixed national salary.
That distinction matters because the dollar limit can change as federal guidelines are updated, and Alaska and Hawaii use different guideline amounts from most other states and territories.
Instead of relying on an old income table copied from a search result, compare your household size with the current official Lifeline threshold.
Lifeline looks at the household, not just the address.
For Lifeline, the key household concept involves people who live together and share income and expenses.
One Lifeline benefit per household.
The federal discount is not intended to multiply simply because several people live at the same residence.
Parent + qualifying child
If a child or dependent participates in a qualifying program, that participation may support the household’s Lifeline application.
Adults sharing an address
Two adults at the same address may not necessarily be the same Lifeline household if they do not share income and expenses. Additional household questions may be required.
Someone already has Lifeline
If another adult at your address already receives Lifeline, do not assume you automatically qualify for a second benefit. The household rules need to be checked first.
Tribal eligibility has extra pathways.
Households on qualifying Tribal lands can use the standard qualifying programs and may also have access to additional Tribal program routes.
These can include Bureau of Indian Affairs General Assistance, Tribal TANF, qualifying Head Start participation, and the Food Distribution Program on Indian Reservations.
Survivors may have broader temporary qualification options.
Lifeline has a special emergency pathway for qualifying survivors of domestic violence, human trafficking, and certain related crimes who meet the program’s survivor requirements.
This route should not be mixed into the standard eligibility checklist because it has its own conditions and can use broader financial or program criteria.
A person who does not fit the ordinary SNAP, Medicaid, SSI, housing, veterans, Tribal, or standard income routes may still need to investigate the survivor provisions separately.
Proof may be needed. That does not mean everyone needs the same documents.
Verification depends on what information can already be confirmed and which eligibility route you are using.
Show current participation when requested.
Useful proof generally needs to connect the applicant or dependent to the qualifying program and identify the organization that issued the record.
Show the income period clearly.
Income documentation should make it possible to evaluate household income against the applicable current threshold.
Do not send eligibility documents to unrelated “free device” forms simply because they ask. First identify who is collecting the information and whether that organization is actually responsible for the benefit or offer.
Review official document guidance ↗Lifeline eligibility and device eligibility are not the same question.
A household can qualify for Lifeline without being promised a particular tablet, phone, iPhone, or laptop. Device promotions depend on the organization actually supplying the equipment.

Pay attention to who lives together and shares income and expenses.

Do I actually need supporting documents?
Follow the verification instructions you receive rather than sending sensitive records everywhere.
Lifeline Eligibility FAQs
Do I have to receive SNAP or Medicaid to qualify? +
No. SNAP and Medicaid are two program-based routes, but Lifeline also recognizes other assistance programs and an income-based route.
Can my child’s benefits help me qualify for Lifeline? +
A child or dependent’s participation in a qualifying program can establish a Lifeline eligibility route for the household.
Does SSI qualify for Lifeline? +
SSI is one of the assistance programs currently recognized as a Lifeline program-based eligibility route.
Does Section 8 count? +
Housing Choice Vouchers, commonly called Section 8 vouchers, fall within qualifying Federal Public Housing Assistance identified by Lifeline.

Does qualifying for Lifeline guarantee a free tablet or phone? +
No. Lifeline qualification establishes eligibility for the federal service benefit. A specific device promotion is a separate offer.

Find your route. Then verify it officially.
Lifeline becomes much easier to understand when you identify the qualification route first, confirm the household rule, and provide documentation only when it is genuinely required.
